Current Process
The city currently uses three pathways to build and maintain sidewalk infrastructure.
Resident-reported hazards are inspected, prioritized, and fixed through raise, slice, or replace methods.
Continuous sidewalks are built as part of major roadway improvements along key corridors.
Bond/CIP work (including TR2401) audits missing segments and rebuilds older sidewalk networks across the city.
The Gap
While the city has existing processes, several critical components are missing to create a truly connected and transparent sidewalk program.
One official hub page with the policy, scoring rubric, dashboard link, and an updated project list.
A "new sidewalk gap" request pipeline (separate from repairs) that feeds into the CIP each year.
A public completeness + curb ramp map so projects close real gaps and don't create "sidewalk islands."
Clear targets + reporting so progress is measurable and funding decisions are easy to verify.
5 Deliverables
Five concrete deliverables to build a connected, transparent, and accountable sidewalk program for Pearland.
Create one City webpage with: repair policy, scoring criteria, dashboard link, rolling work list.
Publish monthly KPIs
Add a dedicated request form for missing sidewalks. Score using published rubric (safety, schools/parks, connectivity, ADA).
Annual selection aligned to 5-Year CIP
Publish a public map showing missing sidewalks, missing/noncompliant curb ramps, known barriers, priority corridors.
Update annually
Add baseline annual sidewalk renewal budget. Prioritize by risk and ADA impact.
Report quarterly
Update development rules so new projects connect sidewalks to existing network. If not feasible, require fee-in-lieu.
